During off prayers hours it is open for tourists. They can wander inside out it's magnificent structure and the prayer hall which is decorated with such amazing chandeliers, carpets and the ceiling. In history, mosques were never that much decorated as they are today. Historically speaking the first ever mosque was in home of prophet muhammad in madina, saudi arabia, the most simplest mosque during those times. With the passage of time many grand mosques have been built around the world and they becomes such a major tourist attraction for travellers. Madinat Jumeirah is among one of the most luxurious resorts in dubai comprises of luxury hotels, restaurants and a souk with traditional Arabic aura. It looks like a truly mini Arabian city. There is not so much to do in Abu Dhabi in comparison to Dubai but it's more greener and peaceful as the capital city of UAE and mostly suited to the residential and king palace.  Al Ain is further situated about 2 and half hour drive away from Abu Dhabi is bit more greener and with beautiful views. But the liveliness and warmth that can be felt in Dubai can't be found in Abu Dhabi. So I must suggests for travelers and tourist to visit Dubai first then Abu Dhabi.
